What kind of rose is this?

I've seen these roses all over town, but no one seems to know what kind they are.

The plant is very dense with an overall round shape about 3' H x 3' W. They always look the same, no matter where they are, so I tend to believe the plant naturally stays in a dense, round shape. They are planted in residential settings as well as commercial, such as along parking lots, so they must be very hardy (we're in SE Wisconsin).

They bloom abundantly in the late spring/early summer and then sporadically throughout the summer and fall. They are very fragrant. The blossom is about 3" wide with lots of petals in a bright pink.

Anyone know what it might be?

I would guess that they some variety or varieties of Rugosa Rose.
