Toothpicks against Cutworms - when to remove?

Hello everyone - I have been using these toothpicks to protect against possible cutworms and was curious when I can remove them? The pepper is finally starting to grow and I don't want to affect it/stunt its growth in anyway.

Thoughts?

Now is fine. Plant is long past the seedling stage.
