seeds seem to have been eaten or disintergrated

i was getting some of my seed ready to sow today and two packets looked like it had a few (very few) seeds and the rest was almost like mealy looking sand. Upon closer observation it appreas that perhaps the seeds were eaten by something. Some of the seeds in one packet looked as though the seed coat had been cracked. i immediately checked my other packets and the rest of my salvias were fine. Was there some sort of bug in the packets that could have eaten the seed or did they just disintergrate. one packet was completely sealed the other wasn't.

I had a very similar thing happen with some salvia seeds I had saved last summer. Lost probably 98%. Believe it was a little bug that was eating them, it was just like hulls.
While collecting them there were little bugs that would run away and I thought that I had got rid of all of them, obviously not. They looked like some type of little mite.

that must be what it was some sort of little mite as I did have hulls. That was the first time I had seen that and wasn't quite sure what to make of it. At first i thought that someone wasn't familiar with seed collecting until I looked at the remains again closely.
