I want to collect my foxglove seeds before they fall to ground. Do I cut the stem off when all flowers on stem have dropped? Would it be ok to pluck the flower pod off after flower drops? Need some advice. And thanks!

I usually just pluck the pod off because most of mine have ripe seed pods on the lower stem but still have a few blooms on the top. I don't like to cut the stems unless there is no chance of seeing more blooms.

Also, if you wait until the pods at the top of the stem are ripe, the lower pods will probably have already opened and your seeds will have gone astray. (As is the case in my garden right now!)
