Dying Salvia splendens

Hello, I planted a bunch of Salvia splendins and some of them are getting this stuff and have died. Can anybody tell me what this stuff might be?

It looks like they are rotting from too much water.

It looks like blackleg, caused by a Pythium fungus. See the link below.
