New leaves turning black

Hi, I am new to this forum and been growing tomatoes successfully for years but now I have ran into a problem I cant identify. My plants are about a month and week old from seed and within the last 2 days the tops appear to have black mold. It is starting on top of the plant leaves right under where the newest shoot is developing which makes me think it isnt early blight which starts underneath on older leaves. the only variable i can think of is I sprayed neem oil with joy lemon scented dish soap as an emulsifier 2 days before problem due to insects. I did spray at nigh time and used 75% recommended dose. Also it hasnt rained here in 2 weeks. Sorry I dont have a camera. Any help would be grately appreciated. p.s. Im thinking of spraying serenade if it is a mold.
