What is eating our stalks?

We have a few different tomato varieties growing in containers on our deck. We use organic methods. To protect against large animals, we even have a cage we built to protect all of our containers.

For the last two years we have not gotten any tomatoes because something keeps eating the inside of the stalks. They are just hollowing out the stalks and eventually the plant dies. What can be doing this and how can we stop it?

Sounds like the stalk borer at work. Nasty little pest. Sometimes if you slit open the stalk on a branch that's wilting, you can catch them at it.

I'm not particularly familiar with control strategies, but hopefully an ID will help you search for them. I do know it has a very broad host range, and isn't normally (ha) a big problem.
