When to cut off the stalks and leaves of a potted EE.

I have 5 very large EE's potted on my deck. I've been told to cut the plant to soil level, get them out of the pots, and store the bulbs in peat moss, in a bin in my cool basement. This is what I do with my dahlias every year. My question is when do I do this? Should I wait until the frost burns the leaves? Or can I just do it now...?

I actually cut some of mine off and we have not had a frost yet (they get damaged from temps under 50F and were looking ragged). I had them in trade 2 gallon pots and I am moving them to trade 3 gallon pots. The 2 gallon pots were too small. I personally store them in the pot soil and all - never had a problem. I don't water them at all during the winter. - by keeping them in the pot, you keep them seperate and any rot will also be kept seperate.
