tiny leaves on elephant ear plant

last year someone gave me a nice ee plant, i brought it inside over the winter, let it go dormant. i started watering it in the spring, but it wasnt growing much. i repotted it, there was no bulb, just roots. it is growing very slowly, leaves are about 1".what's wrong?

The first few leaves are always small, but they will increase in size which each new leaf.

Most baby elehant ears have very small leaves. Mine was a huge bulb about 7 inches long and 3 inched wide, and it had a pretty big first ear size, but a smaller blub or less roots will result in smaller begining leaves, but by late july or so it should be much larger.
