What "rules" do you follow for starting you tomato and pepper plants (under lights or winter sowing) that seem to work the best for you over the years? Any one have any "secrets of success"?

My only secret to success is to winter sow the seeds in good soil and transplant them as soon as the ground can be worked after they germinate.
