need an ID on a wild plant

I saw this plant in a hedgerow. It's about six feet tall and has a reddish stalk that looks like bamboo. No leaves up high, but it seemed to have slender leaves down low, but it was hard to see because of all the other growth around it. It has flower clusters that are very similar to allium. Although the stalk looks like knotweed, it is a different plant. Any ideas? Btw, I'm in central NY. I'll try to remember to add a photo tomorrow.

No, it's not hogweed. I took the pictures, but don't know how to add them here. I put a post in the 'name that plant' forum.
