Texas star hibiscus from seed

I grew this Texas Star Hibiscus from seed and it's now showing signs of life. Just a hint of green at the base. Should I prune the dead-looking top of the plants or leave it alone? Thanks!

Mine are all inground, and I prune them back to the ground each year,

Same here. My 'mother' plant is just starting to send up new growth & I have a number of seeds coming up in the greenhouse!
