Vine that is a Perennial and doesn't take over?

I really would love to find a Perennial vine that wont leave "feet/suckers", and take over...is there such a thing?

Depends upon what you mean by "take over".

There are smaller clematis (large flowers, but somewhat restrained plants, often called patio clematis) which might fit your bill. No clematis (or passion flowers for that matter) will leave "feet/suckers" either. (as they don't have them).
