Vine Suggestion Please?

Hi everybody. My daughter's preschool asked me to suggest a climbing vine to cover a fence. The vine should be drought tolerant and preferably with no flowers because we don't want to attract the bees to the school yard. Does anybody have a suggestion? We are in zone 9b. Thanks in advance!

An ornamental sweet potato would fill that request. It comes with burgundy/black leaves or lime green leaves or solid green leaves. Under the right conditions it will throw a couple of flowers, but nothing to worry about.

It would be a perennial in your zone. Usually they are grown in hanging baskets or as a ground cover, but could be trained on a fence.
