Evergreen Vine

I live in Southern CA and we get hot summers and snowy winters. I am looking for an evergreen vine for my chain link fence. Ideally I would like to have morning glories however I have readthat they die in the frost. Does anyone know of a year round vine that grows quickly, provides flowers and that can handle heat and frost? Any help is greatly appreciated :)

Three to check out are Gelsemium sempervirens, (especially Margarita or Pride of Augusta), Clematis armandi and Bignonia capreolata, the crossvine. They are all evergreen in my zone, but their flowering is brief, not for months like morning glories. I interplant with morning glories for the long bloom and then have to rip out the shabby morning glory vines in Fall.
