Grey blemishes on citrus skin

Hi All
I received an abundance of fresh citrus from family near Beaumont. The fruit is ripe and delicious. The skin looks like someone splashed rough grey paint on the skin. The tree leaves are clean and shiny. any ideas what this is? My first guess is some sort of fungus, but is it in the air or in the tree?

I don't know the answer but noticed the same splotches on some very delicious tangerines too.

I've looked around the net and suspect mites.
