Doesn't your school system provide the funds to make its programs accessible?

Is it necessary to put both the concrete pad and the rubber surface? It seems like the concrete is sufficient. Depending on how the old tire surface is textured, it could even impede wheelchair movement. Hope you can consult with someone who knows.

I work for a non-profit and part of my job is fundraising, including grant writing. Your best bet is always to start locally. Local Lowe's or Home Depot stores may be able to help with donated supplies. Service organizations such as the Lions, ELKs, VFW, etc. are a good source for donations in the $500 to $1000 range.
