Here is a suggestion:
Fix rubber 'tips' to the current grabber. If the soil is well watered before weeding - the grabber may be able to pull out small weeds, roots and all.

I'm not sure what size of weeds she needs to pull. I've used a "Weed Wrench" before for pulling out large weeds. They have multiple sizes, maybe the smallest one would work for her. They work by easily sliding the mouth of a 'wrench' around the base of the weed and then when you pull the handle toward you (standing up) it closes the mouth and pulls the weed out. I used them for pulling out invasives and was super impressed with how well they worked. Good luck to you both!

Look for item number 7150, the Long-Reach Pruner, at the link. I've never ordered anything from them before, but I'm optimistic.
