lasagna gardening

I am in the process of building up my lasagna beds. They are only about 6 inches high. I have a thick layer of newspapers, about 2 inches each of: peat moss, very good topsoil, grass clippings and I have started putting some mulched leaves in a few places. I have also picked up some manure, but I can see this will take several weeks before I have enough leaves and manure to cover the entire beds.

My plan is to plant bulbs in a couple of weeks. I am afraid that the layers will not be deep enough and I will need to plant underneath the newspapers. I also wanted to plant some seeds ontop of where the bulbs are and so I will not be able to keep putting layers on top of where the seeds are.

Can anyone tell me what their experience has been or any suggestions. How late can I plant the bulbs. I am in zone 7. thanks!!
