Hi Nancy,
In the one photo of plant (upper portion with few leaves). Is the dark bit at the tip of branch to left soft or rotten or is it just the photo?
The part with the dirt is the root (caudex) of the plant and yes you can raise it when repotting by an 1" or so.
I like 1"-2" of space between inside edge of pot and the caudex.
Use a free draining mix such as the gritty mix.

I would tend to rinse off the roots with water to clean and make sure that there are no signs of rotting. Then pot up and keep in a warm shaded situation until it has settled. Water in after a few days.

Thanks for the help. The tips are brown but no squishy. I was thinking of cutting the tips of the smaller branches and the long branch cut down about half way so that will branch.

I would definitely cut off the brown tips and make sure of healthy tissue (no brown). May not be anything to be overly concerned with, but it will not hurt either. If you prune the longer one to Make it balanced would look good.

A couple of more questions. I've been wanting to put my dr outside, but it has teemed rain here for quite a few days. Should I wait till the rains are over.

I live in Zone 8A (South Carolina) where it has rained every day for the past week. My adenium has been soaking it all in and enjoying it. I have it potted in a succulent gritty mix though. I would keep it out of the rain if you have regular potting soil.

Thanks for you input. I have my dr in a mixture of small stone, perlite and organic dirt. More stone and dirt than anything. Would this mixture be okay out in the rain.
