does a dr buttom leaves fall off as they get taller

i mentioned earlier i sprayed my dr with a type of neem oil i guess called casneem did not know that there was a possibilityt of the leaves falling off till after. its been a week since and yesterday i noticed most of the older leaves looks as though there was a lot of chlorine in the water vwhen i watered them beacause there is a whitish powder like appearance on them and the lowest leaf turned yellow and dropped off this is just the buttom half of the plant the top half is fine so i am wondering if the plant usually looses its buttom leaves as they mature or if it could be the neem oil

A healthy plant should not lose it's lower leaves for no reason.

Many types of pest control, organic or inorganic are phytotoxic to DRs. Personally I think there is a serious lack of this data.

Leaf loss could also be due to the pest themselves, and the phytotixicity as a secondary effect.

Leaf loss could also be an indication that something is wrong with the roots.
