When to start watering my Adenium?

Hi everybody!

A friend of mine sent me one of his beautiful adenium plants not so long ago because he is moving to another place where he wont have that big of a garden anymore. He told me not to put a single drop of water during the winter when the plant is in its dormant period but he forgot to mention when to start watering it.

When I firts received it one month ago the leaves were already starting to dry up and now they look like on the photo. During that time the plant was placed on a big window thats looking at north-east. It doesnt get proper direct sunlight because I live in the Netherlands where its cloudy most of the winter.

I havent watered it yet and my question is when to start to?

my guess answer is: around february or march because thats what I read online, but since Im not entirely sure about it and I dont want to kill the plant, I wanted to ask the people that have more experience with these plants.
