About the easiest and cheapest you can buy is a two tube flourescent fixture in a place like Home Depot or Lowes. I use 40 watt cool white bulbs in mine. I don't know if you can get them where you are but I use two per fixture.

Like Fred I use a 2 bulb fluorescent fixture from Home Depot. Cost about $12. I use grow light bulbs because I didn't realize at the time I could use cool white, and for less money. I built my stand to hold the light out of 1x4 material.

When I lived in a basement apartment, I screwed shoplights (as described above) into the ceiling, & plugged them into a timer. I then hung violets directly underneath them. Not the most beautiful solution, but it's a start. It also began my love affair with trailing violets, given the hanging basket approach.
