Recovering from root damage - any tips?

I feel like a total idiot. I was repotting an African violet yesterday that had a long neck. The plant seemed free from the pot, but instead of it sliding out properly, most of the roots instead snapped off. The plant didn't have a solid rootball at all, and now it is even worst shape.

I am so angry with myself over this. I don't know why the plant had such a poor rootball in the first place, and I'm not sure how to get it to develop solid roots in the future.

It's one of 2 African violets that grow in an east facing window. They both seemed to be doing okay - healthy crown, plenty of flowers, but neither one of them had a large rootball that one would expect from plants growing in the same pot for years (I only repot them to reduce the neck length.) They are watered from below only, and there wasn't any sign of pests or disease, nor was the soil soggy.

Any ideas would be appreciated. Thanks.
