Need help getting more sophisticated with the lights

Ever since I started using artificial lights I have been using one 10 $ walmart light for each shelf on the stand. I have had some decent results, I got blooms - but never really spectacular, as in loads.

I heard some people saying that if you want serious bloom you need to use some T type of lights, one warm and one cool. I never really understood what kind of lights to buy, what the T8 and T 12 lights are, where to get them from, etc - but I think I would like to try that for superior blooming.

At the same time, my plants will have to be pretty close to the lights because I don't have adjustable shelves and the plants are anywhere between 10 - 5cm below the lights, depending how developed/tall the plant is. I don't want to fry them either.

Any recommendations for getting a bit more serious about artificial lights than a walmart cheapie would be appreciated.
