Help with Viburnum Pruning

I need some pruning advice for a white viburnum plant that sits on the corner of my house. I do not know the specific species; i just know that it has pretty white blooms in the summer. This was an existing plant that the previous homeowner planted.

The first year I pruned it like a crepe myrtle, removing the suckers off of three main stems, because it seemed to like growing tall. That did not work at all. It looked very bad. The next year I just topped it off on each main branch (by then many, many suckers sprung up from the roots), but five suckers came back off of each branch I cut and it looks weird. Should I just continue to top it off after it blooms or should I just let it go and keep the middle clear of cross-over branches? Remember that it grows quite tall and has to be cut back some. Is this a bush or a tree? Maybe it shouldn't be so close to my house and would like to grow wild in an open spot? Any comments will be appreciated.
