Could it be honeysuckle? If there is a winter honeysuckle nearby, I bet that could be it. They are intensely fragrant. Mine was just blooming a few weeks ago.

I don't think the tea olives are blooming now.

Though knowing your location in this diverse state will help, I'll add a guess triggered by the word 'honey'. To my nose, nothing smells more like honey than the witchhazel clan (witchhazel and fothergilla cultivars). Yummmm! Both of them are favorite winter/spring blooming shrubs.

Seems like we all had a delightful discussion on this topic some time ago, though not this time of year. We love our fragrant shrubs and trees, don't we?

My sweet olive blooms year round. When ever we have a cold snap followed by a warm up....they are full of blooms right now and I can smell it alll over the yard.
