Maroon Shub Being Used in New Landscaping

I am looking to create a new landscaped area in a small part of my back yard and I want to use some Box and other shrubs I am familiar with but I thought I would add some color. There are a lot of landscapers around me (Auburn/Opelika) that are putting in some type of maroon shrub. It looks to get about as big as a good sized azalea, which is what I am looking for, but I have no idea what it is. I don't see it in much old or established plantings and I have searched google for maroon shrubs and many other keywords but I don't think I have found it.

Two questions:

1. What is it?

2. Why does it seem to only be in new landscapes?
