I think it is a type of spirea, there are other kinds besides bridal wreath.

how about dwarf flowering almond, prunus glandulosa 'alba plena'? there are single, double, pink or white ones.
grandmother in florence had a large specimen, double pink flowers.

I have a white Lady Banks rose that some people grow as a shrub. If kept trimmed back it has an arched look and it blooms up and down the stem with pom pom like blooms.

Sounds like bridal wreath spirea. Take a look at the link and google bridal wreath spirea. There are several varieties and this picture may not be an exact match. I have a bush in my yard that was started from a 60+ year old bush my mother had at the house my parents lived in before I was born and moved to the house I was raised in.
