Ground cover vine problem

Moved into 20 year old town home, next door neighbors "garden guy" I think sprayed my front roughly 6x10 foot slope which was covered with vines with roundup or something last fall. Now I have about six inches of dead vines. Is my only solution to dig them up, surrounded by brick walls on slope in front of house. Cold I put down several ayers of newspaper, rocks (free source) and then soil, or do I need to call a landscaper. The area is enclosed by brick on all sides.

I'm never good at picturing these things. Could you show a pic?

Before planting anything else, I would want to make sure that spray guy doesn't come back...!

Sandey, just wondering what your decision was on your 6x10 slope? Sounds like a great place for Sedums and other succulents ,if there is enough sunshine.....?..... wishing the best for what you have decided.
