Frothy, white growth on roses

and on my daisies. It looks like someone has spit on them. It is on the stems only, not the leaves. It wipes off easily but comes right back.

Any earthly idea what this could be?

    spit bug? (or spittle bug)

    Yes, it is a spittle bug. They suck the juices from the plant they are feeding on and eject it back out as a spit-like mass that acts as camoflauge/protection. If you look carefully when you wipe away the 'spittle' you will find a small green bug. Squash it.
