Bushes are not going to keep your little dogs in. For what you would pay for the bushes, I'd find fencing to go with what you have. You could check in the paper and on freecycle to find used fencing that would be a lot cheaper. You can also go to Lowe's or Home Depot and look at their fences that come in sections, usually 8 ft by different heights and maybe that would work. The main thing is to keep your dogs in as required by law but keep others out that could hurt yours. If you would have to attach to a neighbor's fence, you have to get their permission. Good luck. Why not plant Japanese privet hedge. You can find them in almost any overgrown abandoned lot or along any country road. It is considered invasive by many. Did you know Jefferson County, Alabama has the most dense population of privet in the nation, along with the most corrupt (or stupid) county commissioners. See the attached link for more information. If cared for and pruned it does make a nice, dense, fast growing hedge. When I was a kid, we planted a privet hedge to hide the outhouse from the road.
