Ground Cover in Difficult Spot

I have a 600-700 sq ft area in the Birmingham area that I'd like to get ground cover established in, so I'm hoping for some recommendations. It's in full sun, covered with large rocks but with decent soil below, currently with lots of weeds and grass. The area is at the mouth of a large set of culverts, so it's moist a good bit of the time, although there's not standing water all that often. In short, I need something that can survive a lot of sun, a good bit of water, and can crowd out the existing weeds and grass. I'd prefer an evergreen if there's one that's appropriate.

Instead of covering the ground, why not make a statement?

Evergreen: Illicium floridanum and or Illicium anisatum.
For large foliage: Colocasia esculenta
For texture: Umbrella Grass, Cyperus alternifolius

There are more options ;-)
