Is it too early for monarchs?

I have asclepias curassavica blooming (for months), buddleia, Joe Pye weed, marigolds, sunflowers....I haven't seen a single monarch, although loaded with gulf fritillaries and swallowtails. My mother suggested it might be too early for the monarchs - true?
