Although elephant garlic is not a true garlic (it's a leek), since it bulbs, I would say that it probably needs cold to form its bulb.

Anytime. I hope your garlic is rewarding! As a side note, even if it doesn't bulb, I do like using the green growth of garlic in the same way as green onions in cooking, so I think alliums are worth growing, even without bulbing.
