As long as there are at least a few portions of a root or two, and the central growth whorl is still intact, they will grow.

I have been cutting leek bottoms and replanting them. So far the best results have been if It still had 2.5" on the bottom. I bury them with the cut part even with the dirt. I often get a new leek as big as the first in a month and a half.
