Help, I can't grow onions

I can grow peas, beans, potatoes, carrots, herbs.... I can grow garlic. I had so much the last few years, I gave them to anyone who would take them. But my onions, for the 3rd year in a row, have done nothing. I plant the little 1/2 inch bulbs and I get 1/2 to 3/4 inch bulbs at the end of the season, that is, from the ones that haven't disappeared. I have tried a few different kinds of onions.

Our soil is good loam, with 25 years of adding composted sheep manure. It is on the alkaline side. We have 40 feet of gravel as subsoil, so the drainage is great. I water the garden twice a week during drought periods. It is in full sun. Our zone is 5a.

What do I need to do to get good onions?
