Difference between 'Sets' and 'Transplants'

Reading about onions, I found out that I have no clue if I have "sets" or "transplants". The way I understand it is the sets is an actual bag of bulbs with no stems and the transplants are like green onions with extremly small bulbs but has part of the "green" growning on them. Am I correct with this assumption?

Also, I read somewhere that if you buy "sets", you don't know what kind of onions you are going to get because they are all mixed?
