Have I killed my garlic?

I planted my garlic last fall and after a good frost, covered the growing tips with a few inched of straw. When covered, the size of the growth ranged from just an inch of a tip popping out of the ground to a couple with 3-4 inches of growth and 3-4 separate leaves. Some obviously grew faster than others during a late warm spell last fall.

I have now uncovered my garlic only to find that those growing tips are yellow pieces of mush. I have not dug into the soil to see if the bulbs are mush too.

Should I expect renewed growth out of these or should I just start over and plant new cloves right now?
