So I started onions indoors again this year after a total failure last year (tried on a windowsill, not enough light)

I planted them on the 9th of february, in miracle grow seed starter mix. I have them on a windowsill with tinfoil surrounding it and a small rectangular double bulb flourescent desk lamp to supplement, which I keep about 3 inches above the tops. About a week and half ago they all started to fall over, so I thought maybe I should trim the tops down (maybe too top heavy?) I did that about a week ago, and they still havent stood up again.

My question is, did I screw something up majorly again? Is there any hope of my babies ever standing up on their own again or should I give up and start over? They seem to be growing quite well in their horizontal state, honestly, they all have second, some even third leaves now.... so maybe this is normal? Id like to replant soon if theres no hope, because its really already too late.
