2 year-old onion seed. If they do sprout, will it grow OK?

A friend found some unopened onion seeds and some Evergreen Bunching onion seed from 2007. They were kept inside his house (consistent 70 degrees).

My friend thinks this Evergreen Bunching onion will produce a scallion-like plant suitable for bundling/bunching but, will not multiply. He insists that the growing of multiple leaves with one white base-portion is the final result of planting the Evergreen Bunching onion. He's never grown them before but insists he's right.

I was hoping that ultimately the thin white "bulb" portion will actually split/divide producing several whole new plants (multiplying).

The large bulbing onion is the same onion grown in Georgia as the Vidalia. If I start them this fall and, some of them sprout, will they be viable plants/bulbs? Or, should I just trash all 4 packages of seed?

i have used 1 year old seed and it did germinate but it was so so maybe 50%. onion seed is good for a year. i would think if they germinate then they'll grow. i always throw away or give away seed i don't use and buy fresh each year, a packet of onion seed is not that expensive considering i get about 100 pounds of onions and that's good for a year. i want to know that my 200 seeds will germinate at about 90% not 50% as i need about 150-170 plants but that's me.
