Forgotten bulbs

Last year (my first in a new apartment), I planted a dozen or so short rows each of onion sets and grocery store garlic bulbs. Unfortunately, my springtime view of the garden was dramatically changed when the neighbor's perennials came up and killed almost all of their light.

I gave them up and in late summer, dug up the pitiful shrunken things and composted them. A nice long winter with heavy snow, and surprise, surprise, it looks like 4 rows were forgotten and have shot up like rockets - and we're still having frosts!

I'm wondering a few things now - a) is there a way to identify garlic from onion without digging up the bulb? and b) Should I relocate these guys to a sunnier area, or let them live in the shade for another season, since they seemed to survive.
