Multiple leaves are normal. Just let them go, keep watered and dig up when about 3/4 of the plant turns brown in July. Don't water the last couple of weeks before harvest.

Some varieties can have 2 or 3 starts in what appears to be one clove. Why don't you pick one with the most shoots and gently clear away the dirt to expose the shoots down to just above the roots and see just what is there.
I have one that put up one stalk and now is putting up many shoots up the center of the original stalk along with a scape.
This is something I have never seen before but will be interesting to dig up when mature. I bought it in a grocery in North Carolina last fall and planted at same time as my other garlics. A very squat bulb with evenly sized and shaped cloves. There were 16 cloves.
