You shoul have tested some before pulling all up.
Six months in the garden had been mostly dormancy time.

I am in z8,GA and have garlics planted last OCT/NOV. but they are green and growing. Only their outer most leaves have turned brown.
Maybe you did not water them enough???
My garlics will be ready around early June.

What can you do with 40 young garlics? I would say:
throw away the yellowed parts,
cut them into about 1/8" pieces, wash them (soak in cold water, pick them as they float) FREEZ THEM in ziplock bags.
use small bags so each will hold just enough for one use.
I have done this many times with leeks. when you defrost them, they are nice and green.

Each leaf represents one layer of wrapper around the bulb, that is, the leaves extend under ground and the bottom of each leaf is a wrapper layer. As a leaf dies, so does a layer of wrapper. Home gardeners should have about three layers of wrapper around the bulbs at harvest as some will be lost in cleaning and handling. Therefore you should harvest when all of the lower leaves are mostly yellow/brown and the top three or four leaves are mostly green.

Sounds like you pulled them too soon. I am in Zone 7a and also plant in November, but harvest in mid July.
