Can you eat onion sets?

To anyone who knows anything about onions this may be the stupidest question ever, sorry if so.

I bought a bag of 100 onion sets. I am doing a square-foot garden and only needed to plant about 20 of them. They were only $1, but I hate to be wasteful. Is there any difference between onion sets and pearl onions? Can I just skin the bigger ones and pop them in a stew?

Onion sets are just little dry onions, peel and eat them if you have the patience.
