Holding Seed Garlic for Later Planting

The past two winters my California Early garlic has suffered extensive freeze damage, about thirty per cent of the plants damaged to the point that they do not produce. I plant in early October, since the cloves are beginning to show green points of growth. They come up quickly, make abundant top growth, and are subject to cold damage from early hard freezes. Last winter we went from very warm conditions up through mid-November to prolonged periods (2 days or more) of sub-freezing temps in late November and overnight lows into the single digits in early December.

I don't have this problem with longer keeping varieties planted at the same time.

Is there any storage method that would allow me to keep the bulbs longer without sprouting to allow for a November planting?

I appreciate any advice.
