Removing mulch from garlic

My garlic has come up through the mulch and is over a foot tall. What is the value in removing the mulch now?

No need to remove it. I mulch my garlic with hay when I plant in November and leave it in place all year, turning it under the following October in time for the next crop.

The mulch will maintain soil moisture and cooler temps. Garlic doesn't like getting hot in the ground. Leave it on.
