Mine do that every year on both fall and spring planted shallots. I think it is simply tha natural dying back for the upcoming summer harvest.
By the way, I did an experiment this year comparing fall planted versus spring planted shallots. The fall planted, mulched with straw and overwintered, are substantially larger than the spring planted here in zone 6b. Anyone else tried fall planting of shallots?

Thanks for the response, it just seems "early" for this to be happening, but who knows, eh? I planted shallots in the Fall last year but lost most of them to SQUIRRELS! They very methodically pulled them up and deposited them some where NOT in my yard or garden..i doubt that they ate them, The shallots that did make it through unscathed did well, i will compare my yeaild this year to last.
