Garlic: Looks like a bad hair day

I don't know what this means. Several of my garlic plants have sprouted lots of small, ragged looking green leaves (?) right at the base of the plants. I have been waiting for the leaves to brown down. Maybe the bottom one or two pairs have, but that's all. Harvest? Wait? Can you tell this is my first attempt?

I'm guessing that they are starting to grow again. Mine are doing that and it is a bummer.

Hope it is something else.
