Where do I start my onion seed? Outdoors?

My plans are to build a very nice-sized raised allium bed. There will be red, white and yellow bulbing onions, leeks, garlic and several bunching onions.

LSU Cooperative Extension Service's publication says to start my seeds two months early and set-out the plants in December.

There is no mention as to WHERE to start the seeds. Should I start them outdoors? The temps could vary from lows in the 60's to highs still near 80-85 degrees. Put 'em in shade or sun?

I would prefer to direct-seed right into the beds. Would that work well?

Is indoors the way to start them?

In Zone 9b I would think you could just plant straight in your allium bed, trying to sow close to the final distance the onions should be, and skip the transplanting (and thinning) step. Farmers certainly don't transplant, they plant directly into the field.
